phil lacey, EXECUTIVE DIRECTOR

A Montana native who has worked extensively across the country, Phil brings professional performing arts expertise back to the mountains of the Pacific Northwest, where he feels most at home. Previously Executive Director at Icicle Creek Center for the Arts, he is deeply invested in the cultural growth of the four counties served by the Icicle Fund, and in building collaborative networks between nonprofts across the region. He lives in Wenatchee with his partner, McKenzie, and their Giant Schnoodle, Hercules.


Michelle Tiegel, Program Officer

Michelle joined Icicle Fund as a Program Officer in 2023. She brings 25 years of conservation experience along with 6 years of working in the non-profit sector. She is enthusiastic about the relationships people have with the land, whether that heritage was passed down through generations or someone is discovering their connection to place for the first time. She is excited to apply her love of music, the arts, culture of place, and the environment while deepening the valuable connections with the people and organizations Icicle Fund serves.

Michelle graduated from Humboldt State University with a bachelor's degree in business marketing and Minors in music and natural resource interpretation.

Michelle and her husband are the parents of two energetic kids who love to hike, bike, ski, and camp almost as much as their mom and dad. When not out exploring in the mountains, Michelle can be found singing and dancing at music concerts around the Pacific Northwest.


Tiffany Brine-Davies, Operations Officer

Tiffany Brine-Davies has been with Icicle Fund since 2018.  She began her career as a CPA in public accounting and has since been serving many business and nonprofit clients with accounting, financial analysis, organizational and marketing support. She brings her 30 years of experience to her current role at Icicle Fund as its Operations Officer, which includes managing, planning and reporting of finances and assets held by Icicle Fund.

Tiffany was born and raised in Wenatchee and graduated from Central Washington University.  Tiffany has a love for community, art and gardening and spends her free time volunteering for local community organizations and recreating in our beautiful outdoors with her husband, friends and family.
